hit the tilde key(~) and type in r_motionblur 0 it gives me about a 15fps boost and you can look around without it lagging like crazy.
Motion Blur can be disabled on PC only — currently there’s no way to turn off motion blur on consoles. Even on PC, there’s no simple way to just turn it off. You’ll need to access the installation folder and make a quick change.
Motion blur has occasionally been used to good effect, such as in racing games, but for the most part, it’s a setting that costs you performance in exchange for something most people actually dislike. Especially in fast-paced games like first-person shooters, motion blur is one to avoid.
So if you have a high refresh gaming display, head to Settings > System > Display, scroll down and click Advanced Display Settings, then choose Display Adapter Properties for [your monitor]. On the Monitor tab, click the Screen Refresh Rate drop-down and crank it as high as it can go.
